New FEI Horse Passport System

As approved by the 2005 FEI General Assembly, the Registration of Horses and Competitors participating in International events will be compulsory since January 2006.

Registration

Must be registered:

*All competitors including YR, J, P, Ch, V for all disciplines and all level of competition.
*All horses and ponies entered with the above competitors in International events.

Exception:

*Riders and horses participating in the FEI Challenge or FEI Children’s Competition in their home country
*Members of a team in Vaulting: Only the team as a team, the longeur and the horsemust be registered.

Registration can be made by the NF where competitors have their equestrian activity (NF administering) or by the NF they are representing (Nationality).

Fee:

*CHF 10 for each competitor except for competitors not yet in their 18th year
*CHF 10 for each horse/pony.

Note: After a transition period until 30 June 2006, riders/horses not properly registered with the FEI will not be allowed to receive ranking points.

Horses and competitors registration

The FEI registration will be made online on the FEI website. NFs having no access to the Internet and wishing to follow a manual procedure, shall contact Catherine de Coulon at the FEI Information Systems Department.

NFs will receive a password to enter the “FEI Member” restricted area on the FEI website, to access the FEI Registration System.

It will be possible for NFs to enter different contact e-mail addresses for the different disciplines. All operations (registration, changes etc) will generate e-mail confirmation messages.

All horses entered in the FEI Horse database - horses for which the FEI Secretariat has received the copy of the FEI passport / Recognition Card as well as all horses registered for Eventing during the last three years - will be available on the Horse Registration database.

All competitors, who have obtained results during the last three years in Jumping (Grand Prix level), Dressage (Grand Prix Level), Eventing (all levels), Driving (all levels), or during 2005 in Endurance, as well as some Vaulters and some Reiners, will be available on the Riders Registration database.

NF administering

Competitors are registered by the NF of the country they are competing for - the country of which they have the Nationality (rider NF), or for lower level events and before they reach their 18th birthday, their host country (NF admin).

Horses are registered either by the NF of their riders or by the NF of the host country. It is the responsibility of the competitors NF (rider NF) to insure that the horses of their competitors are registered.

Pre-Registration

In November 2005, NFs received files with the above horses and riders competing for their country. NFs having completed the file with all the necessary information will have their horses/riders pre-registered and will be able to confirm their 2006 registration with one click (Renew function).

NFs which did not complete the horses and competitors’ files in advance will have to fill in the empty fields before proceeding to the registration.

Downloads

Lists of registered riders and horses will be accessible on the FEI website. NFs and officials will be able to download lists of horses and competitors without having to enter the restricted area of the FEI website.

Competitors’ unique ID number

All competitors included in the files sent to the NFs are already identified with a unique ID number.

The FEI Registration System will generate a unique ID number for each new competitor entered by his/her NF. This number shall be used as reference on all FEI documents: Entry list, results sheet, MCP reports, etc.

Registered Riders will be issued with an official FEI International Licence and will be automatically covered by insurance for civil liability, personal injury (disablement or death) by Generali Insurance Company. Details on the cover will be published on the FEI website.

Horses FEI Number

All horses included in the files sent to NFs in November 2005 are already identified with an FEI number. This number can either refer to an FEI Horse Passport or Recognition Card or be a registration number for Eventing horses.

For horses not already included in the FEI database, the procedure is as follows:


* If the horse has an FEI Horse Passport or Recognition Card, the NF shall enter all the required information on the website and send a copy of the requested passport pages. The registration shall then be made following the FEI Registration Procedure described above.
* If the horse does not require an FEI passport or recognition card to compete (participating only at low level events in its own country), a new entry shall be made.
